To create a new list click on the "Create value list" button that is in the top right corner of the screen.
In the creation process, complete all data which is divided in two sections:
From the first section, "Information", you will manage all general data of the value list:
Name: with which the list is created internally
Description: name that will be shown when it is assigned to an extra fields (you can translate this field to the languages you need)
In the second, "Values", you can manage (add/modify) the values of this list.
